I would used sketches/print from The Police Illustrated and The Penny illustrated paper.
I obtain this from Bridgeman Education through University of Brighton, I cut some figures to make my compositions also I added my own pictures of wall or houses to blend with this illustrations and add detail.

How to convert a photograph in a Lito/print style by George
- Open photoshop and place photo
- Duplicate the image layer
- Choose Blur -> Smart Blur -> Mode: Edge only, Play with Radius, Threshold and Quality
- Then choose Layer -> adjustment layer -> invert -> use previous
- Add some blending modes
